The Role of State

It is common knowledge that State was initially built even in pre-ancient times as the institution of violence. According to modern history, the State was created with the view of "holding slaves in condition of non-freedom". In other words, it bore a negative nuance right from the very beginning. So, what is State like nowadays? And how do we see it through the prism of new cultural theories?

There are two main cultural theories that examine State in the cultural aspect nowadays. They are constructivism and neo-realism. As constructivism follows, the state is modeled as the product of social processes, and state action reflects a socially constructed "logic of appropriateness." Although some of this work analyzes the embeddedness of states in a wider social structure, an important line of thinking emphasizes the ways in which states are the product of national cultural and interpretative systems. In addition, constructivist theories of social action typically suggest that institutions influence state behavior through socialization and habitualization. States as actors in the IR system and as social groupings help construct partial international orders, but remain 'rigorously constrained by the webs of understanding of the practices, identities, and interests of other actors that prevail in particular historical contexts.

On the other hand, in neo-realism states are assumed at a minimum to want to ensure their own survival as this is a prerequisite to pursue other goals. This driving force of survival is the primary factor influencing their behavior and in turn ensures states develop offensive military capabilities, for foreign interventionism and as a means to increase their relative power. Because states can never be certain of other states' future intentions, there is a lack of trust between states which requires them to be on guard against relative losses of power which could enable other states to threaten their survival. This lack of trust, based on uncertainty, is called the 'security dilemma'.

In its turn, constructivism suggests that neo-realism and all alike theories lead science to the abortive direction that has nothing to do with realias of present IR.
