The foreign policy of every democratic cannot but take into account the characteristics of culture of neighbouring countries when reaching decisions in foreign affairs, especially during times of crisis and wars.
It is no secret that countries have always been involved in active cross-cultural exchange though family, political and economic ties. In this way, every state advanced own language, culture, religion and so on.
It's a well-known fact that INGOs played and continue playing one of the major roles in building IR. There have been created hundreds of INGOs in the course of two past centuries aimed at providing a better international communication.
Sooner or later, but it is nearly every state that has to make a choice between own self-identity and collective values. The thing is, nowadays the world is strictly divided into certain political and economic zones that profess own cultural worthies.
The issue of 'cultural appropriation', where cultural elements are taken from the context of their society and reused in a new context, often as part of an academic or commodified 'product' is a phenomenon that happens more often than not.

The Perspectives of Cultural Development

The globe is changing every second being absolutely different now than even a minute ago. Our technical age is alternating everything so quickly that culture turns to be out of race very often. It starts to express new practical values being not a set of philosophical things any more but the combination of minimum of pragmatic skills every modern human has to master.

The way it happens to be, the culture will pick up the following characteristics in the nearest 20 yeas:

- global computerization

- global commercialization

- transformation of culture into a set of practical daily-used instruments

It's rather hard to predict the future in any sphere of life and in culture especially. But it's obvious already today that the virtual cultural web-space is likely to replace a really existing one. We all transform into non-thinking machines of some cyber-reality more and more in which there is no more place for hand-made pictures, books or statues. Everything is done by the machines. Consequently, the culture will be primarily changing in this direction.
