Cultural Heritage

This issue is tremendously crucial for the proper understanding of current international environment in the cultural context.

Initially, the world tended to be divided into 2 ruling camps even in Ancient times. Firstly, it was Greece and then Ancient Rome. Anyway, it was a confrontation of cultural (non-barbaric world) and savage tribes. From that time on, the culture tends to be divided into 2 spheres: elite and popular. Consequently, all the nations and countries that have this or that culture, religion, etc are referred to the former or latter domains.

At ancient times, the main part of Europe was settled by barbaric tribes, including Huns, Goths, Franks, etc. At the time of Rome, they were all regarded as the 'non-literate" and "dark" people, whereas the East (China, India, Arab Caliphate) enjoyed a rather high level of culture and civilization. So, the international relations were built not to the favour of Europe.

With the course of time, the international roles changed in the opposite direction. Europe was rapidly growing in all aspects, East was considerably modulated and lost most of its power by the 12th-13th centuries. As a result, by the time of Renaissance several European stated gained never-before-seen mightiness and started to expand own cultures what led to the formation of the present Western Civilization eventually.

In the 20th century, the world was divided between the Soviet Union and USA influence (Cold War). And now the general situation is approximately the same.

So, today's picture of international cultural relations formed historically for two thousand years.
